El objetivo principal de esta sistematización es extraer información sobre logros y desafíos a lo largo de este periodo, además de ofrecer aprendizajes que sirvan para unificar y reforzar métodos para la integración efectiva del enfoque de género en la política de desarrollo, o en otras políticas públicas en las que se quiera integrar la transversalidad de género, dirigidos al conjunto de los actores involucrados, tanto en España, como en el trabajo con los países y las organizaciones socias.
La idea de elaborar este informe surgió en el contexto del IV Plan Director, ante la necesidad de establecer un sistema de recopilación de la información y aprendizajes, en relación con la doble prioridad de género de la política, a lo largo de los años. Esta idea se vio reforzada por el Grupo del Género del Consejo de Cooperación, que, en mayo de 2018, solicitó expresamente la elaboración de un informe de avances, ante la preocupación por la reducción de fondos destinados a género durante la crisis económica y los continuos cambios de gobierno, aun sosteniendo ciertos compromisos en foros internacionales y en los documentos de planificación de la política.
